I’d recommend linux as a complete free solution. There are alot of Studio OS in linux with almost all someone may need: Audio, Video, Photo & 3D applications.
In Windows platform (which is a commercial one) all good applications are paid ones.
Anyway try VideoLAN Movie Creator. It is cross platform, I never used myself because me and my friends use LINUX Studio and we are working very well with Video-Editor, but that is up to you.
