If you were extremely tech-savvy (as you say), then you would know that web pages are nothing more than plain text documents with a .htm or .html file extension. So, the website building software could be any plain text editor like Notepad or Notepad++. All you need to do now is learn HTML and CSS… maybe some JavaScript.
