There are a few ways to do it I can think of off the top of my head. Someone said RPG maker, you can use RPG maker. But to make it online you have to have an extra tool.

Just to tell you, RPG maker 2000 is the most stable free version, I had bad experinces with RPG maker 2003, and RPG maker XP doesn’t give you enough freedom with the normal tools, however you can script in it. I did a trial of RPG maker VX, and I was impressed. However I do not know where you can vet VX for free. The tools below do not support anything but RPG maker 2000 and 2003, most only support RPG maker 2000, which is reffered to as rm2k a lot. Or buy Neverwinter Nights (NWN), or Neverwinter Nights 2 (NWN2) and you can make a 3D multiplayer game that you can DM and bring to life.
What I meant by DM, Dungeon Mastering the game (Same as GM [Game Master]) (You can become invisible, follow the characters around, possess NPCs (non-player characters) even the enemies and make them talk or perform some type of action as if it were you doing it. It makes the game really come alive, and gives a sense of unpreditableness plus personality.
NWN and NWN2 are not free, and if you try to burn it so your friend can play on your server without having the buy the game he/she wll have problems. We never could get that to work. Thats the problem. For anyone to play your game, they too have to have the game Neverwinter Nights or Neverwinter Nights 2 (the same you you have, one or the other) installed as well.
