Right click the folder they are stored in and then set them shared, set them to not require a password and full access to anyone. Then from a new machine on your same network you can copy them over to a folder on the new machine. Takes a while and you need to watch for certain messages confirming copying.

My Internet service provider includes online storage for a “home page,” yours might too; you can store your stuff there temporarily. Storage in an account at a FreeNet (Google it) is another possibility.
2. Email what you want to backup to trusted family and trusted friends, Then load your stuff onto your own USB drives at their computers.
3. Ultimately you’re going to want to download any stuff from you store in “the cloud” onto your own USB drives. Check with your public library’s policy about patrons’ USB drives. If patrons’ USB drives are allowed, you can download what you’ve got in “the cloud” onto your own drives.
