A system repair disc can be though as a doctor. Dell should have a disc with a similar function called system recovery discs but when your Windows is not starting up, you can put the disc into the DVD drive and it can do diagnostics to fix Windows and boot up again.
A full backup can store all your files on an alternate hard drive. This is is in case you have your computer stolen, an hard drive fails etc. you still have your precious personal files for yourself in case of disaster. A normal computer usually has 500 GB of data, I recommend buying a portable Hard drive to do back ups.
For online backup on the cloud, I recommend BlackBlaze, an online backup service, they offer $ 5 USD a month for unlimited storage of your pictures, music and videos. It can even backup an external hard drive but it doesn’t back up applications unfortunately.
