check your internet connection via internet options.
this may be because of a virus. do the following steps.
1. log in to safe mode with networking
2. go to the following website:
http://www.malwarebytes.org
download the Anti Virus program
install it and update the virus definition
now run a scan
after that delete the quarantined files
yeah, sounds like you have malware blocking an anti-virus install.
I believe you can do a microsoft security essentials scan via the web
