Turn off the monitor, or set the power saving options so the monitor turns itself off.

Ok. If your video game server can run by its self AND run in sleep mode, I suggest putting your computer in sleep mode. I don’t really know what Terraria is or what it means, but, also, here is a idea. If you can, download Windows Cloud for free. Here is the link. http://www.microsoft.com/windows/cloud
Download Windows Live Essentials, and, this works ONLY if you have another computer or laptop that is Windows 7. Use Windows Mesh, and then get on the computer with the server using Mesh. You may have to fiddle around a bit, but you will get it. If you need help regarding Windows Live Essentials, refer to the FAQ, contact Microsoft, or ask a friend. Those are the only solutions I know. Otherwise, just use Solar Panels like the other guy said. Hope this helps!
