Here’s the thing. It’s illegal to download a movie and watch it (unless you’re using Netflix or something like that), but not if you already bought the movie (you could claim that you downloaded the movie as a backup, which is legal). So the MPAA only goes after those who post (also known as “uploading”) the movies because it would be difficult to prosecute those who downloaded the movie.
But here’s the rub: whenever you download a movie with limewire, frostwire, bit torrent, or another P2P application, the P2P network uses the portions of the movie that you’ve downloaded for other people to download. That’s what P2P is. So by downloading a movie, you actually are also uploading the movie at the same time. You therefore become liable for criminal activity.

It’s illegal to post, and illegal to be watching from a site that illegally posts. If you don’t own the material, it’s not ok. Watching on a certified site such as lifetime or netflix is fine because they’re the owners of the material.

Depends, new laws in some countries and states in the US makes it illegal to download the files as well. In the places the new laws have been introduced you can be jailed and fined.
The owners of Pirate Bay have all been sentenced to a year each in jail and have a collective fine of $ 3.6 million.
Up to you – $ 20 or whatever for a DVD or prison and a fine for each file you download (each file counts as a separate offence) if caught, prosecuted and convicted.
