They are greedy and want money, but there is a better alternative called Open Office. It has the same programs like word and powerpoint. Open Office is also compatible with microsoft word like having doc. files. To me, they are equally great. The good part is that it is FREE.
Microsoft Word is available a variety of ways. I doubt government agencies would ever let Microsoft include Word as part of the operating system due to anti-monopoly laws.
