The only laptop I can find for under $ 200 is a Chromebook with Chrome OS ( I never used Chrome OS before, but the reviews are good). Only buy this if you are solely using it for schoolwork and online activity, because it only has 16GB of hard drive space.
Important Notes:
No DVD drive
It will be slow based on the specs but good for text-based programs (Microsoft Word) and internet browsing
Low hard drive space (You can use free cloud storage for some extra space)
I would reccomend that you look around for used and refurbished laptops from local stores and pawn shops. You can also search online for on that is suitable for you. I found one from BestBuy that seems to meet your criteria:
If you’re only going to use the computer for web browsing and perhaps typing documents and such, then you could get a Chromebook. Several models sell for under $ 200.
Also, as a side-note, I use a program called Classic Shell which returns the Start menu to Windows 8 (for free) and allow me to use it just as I used Windows 7.

You might want to check at the second hand stores and the Pawn shops. You might be able to
pick-up a used lap top or tablet for a reasonable price, if you don’t mind it being used.

id recomend a cromebook i know what your thinking wtf 11.6 thats easily remedy if you have a tv with hdmi ( most newer models do) you can plug this up to make the tv your screen
using the app store you can get some stuff like a word pad etc it works similar to android. but with better internet security
16gb of storage isnt alot but that can be expanded by getting 32gb micro sd cards etc this is handy if you say for example store your work on the card you can eject it that way you can use the card at school etc.
its lightweight battery will last round 6 hours.
celeron is slower then samsung version its clocked at 1.7 ghz
